Werewolves exist, but they are dying out. Female wolves rarely survive birth, or die shortly after, the cause is a virus that only effects the females and is passed on through the males, and attempts to find a cure have all failed. Fortunately, some human women are viable "breeders," and are capable of being impregnated by male wolves, but they are also uncommon, and when one is found of breeding age. She is never seen again as she is forced to become what is known as a Pack Wife, and leave her human life behind. She will deliver as many new pups into the world as she can, from as many male partners as possible. She has no choice.
