However, no criminal has ever has walked out alive after speaking with the "Negotiator", is it coincidence that all of the criminals have mysteriously died or killed themselves right after? Twisted, cruel and completely insane are all words that have been used to describe the negotiator.
But it's odd... never once has the Negotiator layed hands on any of the criminals and has only ever spoken to each of them once...
